
Who delivered, who didn’t? Ruto to reveal public sector scorecard
President William Ruto will officially release the Report on the Evaluation of the Performance of Ministries, State Corporations, and Tertiary Institutions for the Financial Year 2023/2024 on Wednesday, 11th June 2025, at State House, Nairobi.
The report is the result of the Annual Performance Evaluation Exercise conducted by the Public Service Performance Management Unit, which operates under the Office of the Chief of Staff and Head of Public Service, in accordance with Kenya’s annual performance contracting framework.
Between December 2024 and March 2025, a total of 451 Ministries, Departments, and Agencies (MDAs) with approved Performance Contracts for FY 2023/2024 were evaluated. They included 22 Ministries, along with State House, the Office of the Deputy President, the Office of the Attorney General & Department of Justice, and the Office of the Chief of Staff and Head of the Public Service; 266 State Corporations; and 159 Tertiary Institutions.
The Performance Evaluation Report, initially scheduled for release on 8th May 2025, was postponed and will now be unveiled at this presidential function.
The Head of Public Service, Felix Koskei, has extended official invitations to various stakeholders to attend the event, including the Attorney General, all Cabinet Secretaries and Principal Secretaries, Chairpersons and Chief Executive Officers of State Corporations, as well as Chairpersons of Councils, Chancellors, and Vice-Chancellors of Public Universities, and Chairpersons of Boards of Management/Governors and Principals of Tertiary Institutions.
“The evaluation and ranking process is a critical tool for ensuring transparency, accountability, and continuous improvement in public service delivery,” said Koskei.
