Ruto, Raila form committee to oversee implementation of UDA–ODM MoU, NADCO report

President William Ruto and ODM leader Raila Odinga have formed a five-member committee to oversee the implementation of the UDA-ODM 10-point agenda and the National Dialogue Committee (NADCO) report of 2023.

The appointments follow a Memorandum of Understanding (MoU) signed on March 7, 2025, in which the two parties agreed to work together to enhance inclusivity and national cohesion.

The committee will be chaired by former ODM-nominated Senator Agnes Zani, with former nominated MP Fatuma Ibrahim, Policy Expert in the Office of the Leader of Minority Gabriel Oguda, lawyer and governance expert Javas Bigambo, and lawyer Kevin Kiarie as members.

“A Joint Secretariat, co-led by Executive Secretaries from UDA and ODM, has also been established to support the Committee’s operations,” a statement signed by the two leaders reads, adding that the team will be fully funded and facilitated by both parties.

The team will engage in wide-ranging consultations with the public, government institutions, civil society, religious groups, and the private sector.

Additionally, the committee will submit progress reports to the party leaders every two months and to a joint Kenya Kwanza–ODM parliamentary group quarterly.

The parliamentary group is scheduled to hold its first sitting on August 18, 2025, while a final report on the MoU’s implementation will be released on March 7, 2026, marking its first anniversary.

The MoU outlines ten commitments, among them the full implementation of the NADCO Report, inclusivity in all spheres of public life, protecting and strengthening devolution, promoting and protecting the livelihood of the youth, and the fight against corruption.

It also addresses the national debt, wastage of public resources, leadership and integrity, constitutionalism, and the right to peaceful assembly.
