
MPs push for auditing of National Police Service payroll
Members of Parliament have directed the Inspector General of Police Douglas Kanja to hand over the Human Resource function specifically the Payroll system to their employer National Police Service Commission (NPSC) for Auditing purposes.
The IG who appeared before the Public Accounts Committee PAC, remained defiant on allowing the commission to access the system until MPs castigated him for his stance.
Kanja who was forced eat a humble pie after he revealed that they will allow NPSC to access the system and conduct the audit as had been instructed by the Auditor General.
NPSC CEO Peter Lelei stated that if it was not for the committee summoning the IG they would not have received all the Human Resource role as envisioned in the constitution.
The audit query was initially raised by the Nancy Gathungu office after the commission revealed they were denied access by the IG.
Lelei noted that the Commission is the lawful employer of all police officers, entrusted by the Constitution with the mandate to recruit, manage and ensure the welfare and professionalism of the service. Yet in practice critical functions, notably payroll and human resource management, remain outside its direct control and being carried out by the service unlawfully.
The IG, further, stated that NPS has quashed the frosty relations with the commission and they have vowed to work together.
