How Kagwe’s strong reputation has earned him trust
Mutahi Kagwe returns to the cabinet with a reputation for effectively leveraging the expertise of technocrats under his leadership to deliver.
As Health Cabinet Secretary during the height of the COVID-19 crisis, Kagwe famously tapped into the knowledge of little-known experts such as Dr. Patrick Amoth, the Director-General of Health at the time, Dr. Mercy Mwangangi, the then Chief Administrative Secretary at the Ministry of Health, and Dr. Rashid Aman, among others to rally Kenyans to fighting the pandemic.
Together, they formed the core team that helped steer Kenya’s pandemic response.
In his daily national briefings, Kagwe took the frontline, introducing the issue with his signature warnings about the pandemic before handing over to the experts for in-depth technical discussions. This consultative and expert-led approach earned him praise and trust across the nation.
As Kagwe takes over the Ministry of Livestock amid a government effort to roll out a mass animal vaccination programme, he plans to employ the same strategy.
The programme, which has sparked debate, is expected to benefit from Kagwe’s approach of working closely with the media and relevant experts. He aims to find a solution that will win the confidence of all stakeholders.
During his vetting session on Wednesday, Kagwe expressed his commitment to focus on educating farmers and ensuring they have the necessary information to make informed decisions.
“Regarding the livestock vaccine, it is essential to involve all relevant stakeholders and provide them with accurate information. The decision to vaccinate livestock ultimately lies with the owner. Experts will be engaged to communicate the facts and address any misconceptions about the vaccine,” Kagwe stated.
He also pledged to streamline other sectors, particularly the tea, coffee and dairy industries.
“ You cannot make decisions about sugar without involving the grower. We have to consult experts, owners and other agricultural stakeholders” he told the MPs.
Additionally, he stressed the importance of making farming profitable, technology-driven, and attractive to the youth.
Reflecting on his communication strategies during the pandemic, Kagwe emphasized the importance of collaboration, transparency, and timely dissemination of information in handling crises effectively.
Appointment
President William Ruto has formally appointed the three Cabinet nominees following their approval by Parliament on Thursday.
The formal appointment is contained in a gazette notice no 379 dated January 16, 2024 ahead of swearing in at 10am.
