
Financial constraints affecting NYS recruitment- CS Muturi
The Government’s ambitious plan of raising the annual intake in the National Youth Service from 10,000 to 100,000 is at limbo due to financial constraints.
Appearing before the National Assembly Social Protection Committee, Public Service and Human Capital Development Cabinet Secretary Justin Muturi told the National Assembly Social Protection Committee that the National Youth Service requires Ksh 26 billion to raise the number of recruits to at least 40,000 youths but the National Treasury had allocated Ksh 11 billion.
CS Muturi decried the shortfall of Ksh 15 billion considering the National Treasury had allocated Ksh 11 billion.
In the current Financial Year the NYS has recruited 20,000 youth in line with the president’s directive.
However, according to Muturi the current budget can only accommodate 10,000 youth.
The service consequently requested for an additional one billion shillings to cater for food and ration for the additional 10,000 youth but treasury has reduced the allocation to Ksh 500 million.
Further, the increase in intake at NYS has called for development of new infrastructure and facilities. Treasury, has allocated Ksh 115 million for development, an amount the Cabinet Secretary says is inadequate.
The Ministry now wants Parliament to intervene and enhance budgetary allocation.
