Population Council launches strategic plan 2023
NAIROBI, Kenya, Mar 27 – The National Council for Population and Development (NCPD) has launched the fourth strategic plan that aims at Improving the well being of all Kenyans and a well managed population.
Speaking on Wednesday during the launch, Principal secretary for Economic Development James Muhati said that the strategic plan for the period 2023-2027 implements the bottom-up economic transformation agenda that is “geared towards economic turn around and inclusive growth.”
Muhati stated that the plan is aimed at lowering the cost of living, eradicating hunger, expanding tax pays, improving foreign exchange balances, inclusive growth and creating jobs.
“We are looking at creating about 1.2 billion jobs annually,” he reiterated.
He also stated that the aim of the strategic plan will be accomplished through a strategic focus on four key result areas.
“The NCPD strategic plan has identified four areas of focus; Population policy and programme Implementation, Population Research and Analysis, Population advocacy and public education and Institutional strengthening,” Muhati said.
Muhati is looking forward to establishing a centre of excellence for population and development that will be hosted by NCPD.
According to him,” the centre will serve as a leading population management hub in Africa to deliver excellence in capacity building, cutting edge research, knowledge acquisition and management, innovation and best practices on population and development to improve quality of life.”
He added that implantation of the strategic plan will gear Kenya towards significant improvements that will see population growth rate reduce from 2.15% in 2022 to 2.07% in 2028 as well as a reduction in dependence ratio and total fatality rate together with an increase in life expectancy.
“Life expectancy is expected to improve from 68.3 to 69.3(yrs) within the planned period,” PS noted.
He also stated that the council will create a yearly performance contract as accountability tools based on annual work plans.
According to the council, they require an estimate of 5B to be able to actualize the 5year medium term plan.
“The council requires about 5.5 billion during the five years to implement the strategic plan,” NCPD underscored.
